Loren Powell
Emerging HIV Networks Coordinator, Michigan Department of Health and Human Services

Loren Powell serves as the Emerging HIV Networks Coordinator within the Ending the HIV Epidemic (EHE) Unit for the Michigan Department of Health and Human Services (MDHHS). In this role, Powell focuses on promoting and facilitating collaboration among internal and external partners to respond to increases in HIV transmission in the State of Michigan.

Epidemiologist, Michigan Department of Health and Human Services

Jacob Watson is an Epidemiologist with the Michigan Department of Health and Human Services (MDHHS). As a part of his job duties, he provides epidemiological support to the Emerging HIV Networks team when responding to increases in HIV transmission in the State of Michigan.

Chief Medical, Quality, and Safety Officer, Munson Healthcare

Joe Santangelo, MD, has served as Chief Quality and Safety Officer for Munson Healthcare since 2020 and was named Chief Medical, Quality and Safety Officer in 2023. He previously served as Chief Medical Officer for Cadillac Hospital 2016 – 2020. Dr. Santangelo is board certified in Pediatrics and previously practiced at Mackinaw Trail Pediatrics in Cadillac. He joined the medical staff of Cadillac Hospital in 2009. Prior to moving to Cadillac, Dr. Santangelo practiced in Cincinnati, Ohio. Dr. Santangelo graduated medical school from Case Western University, Cleveland, Ohio. He completed a residency in Pediatrics at Cincinnati Children’s Hospital Medical Center, Cincinnati, Ohio. Dr. Santangelo lives in Cadillac with his wife, Dr. Megan Santangelo, and their three children. He enjoys music, cooking, trail running, and spending time outdoors

Jeff Lange

Jeff Lange
Sexual Health Ambassador, Planned Parenthood of Michigan

Jeff Lange has been a person living with HIV since November 2012. After his diagnosis, he co-created The Institute of Many (TIM for short), a peer-run grassroots movement for People Living with HIV with more than 2,200 members internationally but primarily in Australia. Jeff is currently the President of FAN (Face Addiction Now), serves on the Michigan HIV/AIDS Council, is on the board of Before, During, and After Incarceration, a member of Traverse City Police Department Quick Response Team, a member of the Community Advisory Board for TJCC, a Sexual Health Ambassador with Planned Parenthood of Michigan, and a person in recovery from injecting drug use since Aug 2019. And because that's not enough, Jeff is also now an avid CrossFitter in his "spare" time!

Terri LaCroix-Kelty

Terri LaCroix-Kelty, LMSW
System Executive Director, Behavioral Health, Munson Healthcare

Terri LaCroix-Kelty has been working in behavioral healthcare for the past 36 years, primarily in northern Michigan. She started her career as a medical social worker at Munson Medical Center. She had various social work and leadership roles and was the COO for Northern Lakes CMH before returning to Munson, focusing on strategy and expansion of behavioral health services in the MHC region. She volunteers as a member of the Board of Directors for Goodwill of Northern Michigan. She is married to Steve, and they have three awesome young adult sons, their partners, and many dogs.

Paula Lapinski

Paula Lapinski
Executive Director, Addiction Treatment Services

Paula Lipinski serves Addiction Treatment Services as the Chief Executive Officer. She was named CEO in July of 2022. Paula started with ATS in January 2019 as an Access Case Manager. She later was promoted to Withdrawal Management Program Manager and then to Chief Impact Officer. Prior to ATS Paula worked 16 years in child welfare both as a case worker and supervisor. Paula holds a Bachelors' Degree in Sociology from Central Michigan University and a Master's Degree in Social Work from Grand Valley State University. Paula is a person in recovery who understands the impact the disease has on the person, family and community. She made a decision in 2018 after acknowledging the negative impact the disease had on her life, that she would no longer live in the shadows and would speak openly about the disease and constructive ways to combat it. She has used her personal story and professional strengths to help others who are struggling, as well as advocating for change and partnership within the community.

Jennifer Holm

Jennifer Holm, LMSW
Traverse City Police Department Quick Response Team

Jennifer Holm is the Police Social Worker Coordinator (PSWC) for the Traverse City Police Department. She is a Licensed Master Social Worker (LMSW) with additional credentials in sign language interpreting and teaching. Her previous experience with both macro and clinical social work impacts her systemic and individual approaches to social work services. She developed and now facilitates the TCPD Quick Response Team program. The goal of her position is to reduce law enforcement calls on vulnerable populations by interrupting the cycle of arrest and addiction by coordinating care for QRT program participants and reducing provider barriers.


HIV-Associated Neurocognitive Disorder: Awareness and Action

David Hind

Alzheimer's Association

David Hind has been with the Alzheimer’s Association's Michigan Chapter since November 2021. He is currently the Program Manager for the HIV and dementia education and program services as well as LGBTQ+ outreach & services. He is a board member of MiGen, Michigan’s LBGTQ+ Elders Network, as well as a member of both MHAC and SEMHAC. David and his husband moved to Michigan from New York City in 2020 to provide care and support for family in need. Prior to relocating, David worked at Gay Men's Health Crisis (GMHC), the world's first HIV/AIDS service agency. There he managed a variety of direct program services for men and women living with HIV/AIDS including: the onsite congregate meals program, food pantry and nutrition counseling services, wellness and complementary therapies and workforce development services. In addition to his work with GMHC David served as a volunteer and Board Member for NYC Pride, New York City's official LGBTQ+ Pride organization. During his time at NYC Pride David dedicated his time to community outreach, volunteer recruitment and support and event production.


Keynote Presentation From Exposure to Empowerment: Stigma, Safety, and HIV

Karen Daley

Karen Daley, PhD, RN, FAAN

A resident of Mashpee, MA, Daley spent more than 25 years in clinical practice at Brigham and Women’s Hospital in Boston. She practiced for more than 22 years in the BWH emergency department until January of 1999 when she left due to a needlestick injury that resulted in her infection with both HIV and hepatitis C. Since that time, she has been actively engaged on state, national and international levels, traveling to more than 30 US states as well as Europe, Australia and Asia in her ongoing campaign to educate nurses, students, health care administrators and legislators on the importance of needlestick injury prevention. In recognition of the integral role she played in the passage of federal legislation to update the 1991 OSHA Blood-borne Pathogens Standard, Daley was among those invited to the Oval Office to witness President Clinton sign the “Needlestick Safety Prevention Act” into law on November 6, 2000. 

She served from 2010 to 2014 as the president of the American Nurses Association, the nation’s largest nursing organization representing the interests of the nation’s 3.5 million registered nurses. She is a past president of ANA Massachusetts and the Massachusetts Center for Nursing and has served on the boards of ANA, the American Nurses Credentialing Center, and the ANA-PAC. She is a current member of the Board of Trustees of the Dana Farber Cancer Institute, the International Safety Center and the Barnstable Land Trust and has an appointment as adjunct faculty at Case Western Reserve University.

During her four-year tenure as ANA president, Daley led and served as spokesperson for the organization, which represented the interests of 3.1M registered nurses and included three subsidiaries with a $50M budget. During that time, she spearheaded a major organizational transformation, initiating the most substantive changes made to ANA in over three decades that have resulted in significant overall growth for the organization. 

She has been honored for her excellence in practice and outstanding leadership, including being recognized as a living nurse legend by ANA-Massachusetts. In 2006, she was inducted as a Fellow into the American Academy of Nursing in recognition of her sharps injury prevention advocacy work. In 2011, Daley was listed among Modern Healthcare’s “100 Most Influential People in Health Care” and, in 2013, was selected by Modern Healthcare as one of the “Top 25 Women in Healthcare.” In 2015, in recognition of her global public health advocacy and leadership, she was awarded an honorary Doctor of Humane Letters by Rivier University in Nashua, New Hampshire and in 2017, received her second honorary Doctor of Humane Letters from Curry College in Milton, Massachusetts.

Daley holds a diploma in nursing from Catherine Labouré School of Nursing, a bachelor’s of science in nursing from Curry College, a master’s in public health from Boston University School of Public Health, and master’s in science and PhD in nursing from Boston College.
